Since 1 January 1999 the European Central Bank (ECB) has been responsible for conducting monetary policy for the euro area – the world’s largest economy after the United States. The European Central Bank (ECB) is headquartered in Frankfurt am Main, Germany. It has been responsible for monetary policy in the Euro area since 1999, when the euro currency was first adopted by some EU members.

The main task of the European Central Bank (ECB) is to conduct monetary policy in the region by managing the supply of the euro and maintaining price stability. The ECB first exercised its full powers on 1 January 1991 after the introduction of the Euro as the official currency for the Euro area. During this time, the national central banks of the 11 EU member states transferred their monetary policy function to the ECB. Other states within the EU joined later on, with Greece, Slovenia, Cyprus, Malta, Slovakia, Estonia, Latvia, and Lithuania joining the EU between 2001 to 2015.

It does this by designing and implementing monetary policy within the Eurosystem, which groups the ECB with the national central banks of the 20 euro area countries. The Governing Council of the ECB comprises the members of the ECB Executive Board and the Governors of the national central banks of euro area Member States. It formulates monetary policy and establishes the necessary guidelines for its implementation. The Governing Council adopts the Rules of Procedure of the ECB, exercises advisory functions and decides how the ESCB is to be represented in international cooperation. The Governing Council may also delegate certain powers to the Executive Board. The Governing Council usually meets twice a month and has a monthly rotating system of voting rights.

Italy, a much larger economy than Greece, has the third-biggest government debt in the world and is running a larger budget deficit than EU rules permit. Lagarde, who has never before worked at a central bank, will also have to overcome weakening economic conditions at a time when the ECB is running low on ammunition. Many observers expect Lagarde to follow along the path laid out by Draghi, noting that she has praised central bank stimulus measures in the past.

The Treaty adds that “without prejudice to the objective of price stability”, the ECB shall also support the general economic policies in the EU with a view to contributing to the achievement of the Union’s objectives as laid down in Article 3 of the Treaty on European Union. On 1 November 2011, Mario Draghi replaced Jean-Claude Trichet as President of the ECB.[37] This change in leadership also marks the start of a new era under which the ECB will become more and more interventionist and eventually ended the Eurozone sovereign debt crisis. The European debt crisis began after Greece’s new elected government uncovered the real level indebtedness and budget deficit and warned EU institutions of the imminent danger of a Greek sovereign default.

The outstanding amount of short-term debt issued by the public sector decreased slightly in 2012 compared to the previous year. The Governing Council comprises six members of the Executive Board and Governors of the national central banks of the Euro area member states. The Council members meet twice a month at the institution’s offices in Germany. The minutes of their meetings are required to be published prior to the next meeting.

Member States may issue euro coins subject to the ECB’s approval of the volume of the issue (Article 128 TFEU). The ECB passes regulations and takes decisions necessary for carrying out the tasks entrusted to the ESCB under the Treaty and the ECB Statute. The ECB must be consulted on any proposed EU act in its fields of competence, and by national authorities on any draft legislative provision in its fields of competence (Article 127(4) TFEU).

As the crisis intensified, more people withdrew money from Greece’s banks, making them increasingly reliant on the ECB, whose emergency liquidity support surpassed 88 billion euros ($97 billion) in June 2015. The ECB capped ELA, forcing Greece to impose capital controls, but did not halt its support—and Tsipras eventually agreed to lenders’ terms for a rescue program. The ECB took over primary responsibility of the SSM in 2014, further enlarging its authority over Europe’s economy. Under the SSM, the ECB is charged with monitoring the financial stability of all euro currency members.

As a banking supervisor, the ECB’s tasks include granting and withdrawing authorisation for credit institutions, ensuring compliance with prudential requirements, conducting supervisory reviews and participating in supplementary supervision of financial conglomerates. Furthermore, the impact of US dollar appreciation, following the FED’s policy rate hikes, tends to be more pronounced in the international inflation rates of energy and food. These commodities are commonly priced in US dollars, making their inflation rates more sensitive to exchange rate variations.[179] In the European Union, public inflation expectations are significantly influenced by the prices of energy and food. Thus, this form of imported inflation can further exacerbate overall inflation levels of the eurozone.

Interest rates

The second section lists member states and their central banks that maintain separate currencies. The eurozone sovereign debt crisis, and the ECB’s subsequent decision to step outside of its traditional role by purchasing government bonds, generated debate over the bank’s position. Federal Reserve, the ECB does not have a mandate to pursue full employment, and the Maastricht Treaty prohibits it from directly financing national governments.
